Yet another Halloween, thank you!
It's hard to find mannequin heads that are human-scale. Foam wig heads often have a slightly smaller crown than usual, and then the proportions get smaller as it goes down the face, for an exaggerated feminizing effects (which actually looks like 👽.)
Yeah, that's because foam heads are meant for displaying wigs, without stretching out the elastic. If you have 100 bucks to spend, I can't recommend an "Ed Head" enough as a sculpting armature. But if you have to make a foam wig head work, just add clay to make the head shape first, then sculpt out the mask on top of that.
