I also think that the culture of Northern Panama is more like Costa Rica and a lot less like Panama City in terms of like you said the laid-back Caribbean vibe with all of the cosmopolitan and multicultural influences. For retirees like me who are seriously shopping for a destination, I am comparing the mountains of Northern Panama to the mountains around the San Jose Costa Rica area. This will be a close competition so we'll see. I think Panama has the lead in terms of cost of living and having its economy built around the dollar and the better infrastructure where is Costa Rica wins by being very ecologically minded with clean water and no army. It's going to take some boots on the ground and time spent in each place to make the final decision.

So you are obviously a younger man and not thinking the way a retiree would think. If you're going to market yourself towards counseling retirees you need to get some more of your information correct and maybe adjust your point of view. For example retirees don't really care about touristy things like zip lines and white water rafting etc which is abundant in Costa rica. We care more about safety and a quiet beautiful setting that is low cost and where there is a community. I would also say that much of your information about the Visas is incorrect. For example Costa Rica requires no extra income to support a spouse or family member while Panama requires $250 more per family member above the 1000. However Costa Rica requires 3 years of temporary residency living in the country at least 4 months a year in order to get permanent residency while Panama offers immediate permanent residency. That's a huge bonus. Also Costa Rica requires resident Visa applicants to pay into their socialized medical system which is going to wind up being almost 15% per month of your retirement check. So this is arguably a tax. And for that you're getting an adequate system but one that is filled with bureaucracy and long waits. Not so in Panama where this is not required and you can shop for your own medical care which as you said is generally cheaper than in Costa rica. Also your discussion of language is arguable wrong as well. Panama has 15% of its native speakers that are capable in English whereas Costa Rica statistics did not show anything close to this. Most of the English speaking people in Costa Rica are near the tourist areas.
