Because America wants to maintain its global monopoly on weapon sales. Israel is required to spend American aid on only buying American weapon systems, making it harder to develop and sell their own to other nations (which would undercut American defense companies)

Is Israel rich comparing to countries like the US or Germany? I guess not even close, in relation to population size. Israel is very expensive to live at. There are tons of problems that costs a lot of money - especcialy the need of a strong army because of all the haters serounds it.
