This vault felt more like one of those 'if we say jump off a bridge, how many of you will do it?' vaults. Rather tame, but certainly tested to see how many people would be able to actually think for themselves. Which as was shown by the time the vault was found, was none of them except for 1.
The whole story is not being told here. Didn't one of the dwellers get scammed by a man promising her husband wouldn't be voted in if she had sex with him. The husband got voted in anyway, and she killed him, and most of the group he was a part of called Justice Bloc. She was voted overseer next where she said they weren't having a sacrifice that time, and justice bloc didn't like that because they were using the whole sacrifice as a way to get what they want and infighting happened where there were only 5 survivors. They decided it wasn't worth doing the sacrificial crap anymore, and that's when the little congrats message played, to which 4 of the 5 survivors killed themselves due to feeling guilty over how they acted
Am I the only psychopath that quickly did the math? 1 year to come up with a sacrifice...so why not specifically "breed" a sacrificial dweller, it only takes 9 months to do so. That way, no established dwellers are sacrificed and therefore no skills and knowledge is lost.
So basically vault 11 was an experiment to "hopefully" gather the dwellers to deny, gather and survive.
