Never drop and scrap items using workshop mode in any of your used settlements. Scrapping any item slightly drops the settlement's size meter, which (technically) allows you to build more at that location, but continued construction will eventually overload the capability of your console. This is known as the "Settlement Size Glitch," but it becomes basically unrecoverable pretty quickly. The only fix is to scrap everything you've constructed in workshop mode (dropping the meter to zero), then start again. To safely scrap dropped items, you can travel with them to a completely unbuilt settlement, and scrap them there. If the meter is at zero, it will remain at zero, and (should you decide to build at that location in the future), it will behave as if nothing has been scrapped there. Placing junk items into the workbench (I believe) avoids this issue, but you will have a harder time bringing a certain amount of different materials to different settlements to build. Either that, or you must carry huge amounts of junk from one settlement to another, and STILL might not have the material you need. It is best to scrap anything you don't intend to sell. Dropping large numbers of the same item WILL reveal variants (if you wish to collect them), as they will drop separately. i.e. Drop 20 Teddy Bears. Three may appear on the ground. One is marked as stolen, one is (18) normal bears, and one is a slightly smaller (or larger variety)
