The Bureau of Land Management (BLM) manages about 23 million acres of public lands in Utah, representing about 42 percent of the state. Located mostly in western and southeastern Utah, these lands are varied, ranging from rolling uplands to sprawling desert lowlands. Utah’s public lands feature some of the most spectacular scenery in the world, from the snow-capped peaks of remote mountain ranges to colorful red-rock canyons.
BLM Utah manages public lands for a variety of uses. These lands not only provide minerals, energy, and livestock forage, but also natural, historical and cultural resources that the agency is charged with protecting.

San Rafael Swell Travel Management Plan 2024
BLM Utah released the approved travel management plan, which designates which roads within the travel management area are open, limited, or closed to motorized travel. The selected network provides for the long-term operation, monitoring, and maintenance of the many roads leading to popular and beloved destinations.
The selected network is the culmination of years of travel planning, following a 2017 settlement agreement stemming from a lawsuit regarding the 2008 travel plan. The new plan also implements direction provided by the John D. Dingell, Jr. Conservation, Management, and Recreation Act (Dingell Act) of 2019.
