Okay so the idea is that Oda supposedly perfectly set things so that no one was old enough ro look out for Big Mom and help raise her right...but there is ONE person! I think Garp would've been a mid to young teenager so what if his marine ship ran into the ship Big Mom and her parents were on and he agreed to take care of her after seing how much they had in common (them both being gluttons). Perhaps he'd be unnerved by parents being so quick to drop off a kid and would find her being "dangerous" a challenge? Maybe Sengoku would keep Garp to his word instead of pawning her off on Dadan?
