There are two types of Wipes,
1. Wipes with Moisturizer and lotion
2. Wipes with water.

The choice depends on your baby's requirement.
If you don't use diaper rash cream then you can use wipes with Moisturizer and lotion because your baby's skin become dry after doing potty and urine. So keep that area moisture as much as possible.

If you use diaper rash cream or if you looking for a wet cotton replacement then you can refer water wipes.
I mainly use both the wipes, the lotion wipes while cleaning the potty and whenever I change a diaper I clean the urine and potty area with the simple water wipes to maintain hygiene.
