Budget Formulation and Review, 2023 Update
This is an updated version of the instructional video for my defense budgeting classes on the budget formulation and review processes. After some introductory remarks, it covers full versus incremental funding, walks through examples of expense- and investment-type budgets, and covers the main budget review criteria.

Who are customers
Customers are primarily other government organizations. For the supply management and depot maintenance functions, the customers are ships and aviation squadrons buying spare parts. For the R&D centers, the primary customers are acquisition program offices.

Do GAO Principles of Federal Appropriations apply to pas-through recipients of the Federal entity?
If a Federal grantmaking entity only provides a 90 (or now 120) day liquidation period, should their policy be to generally approve late liquidation requests for costs that meet the exception criteria for supplies and services?
