My favorite bad beat story is from GP Vegas - the first one with Modern Masters 1 limited. Playing for day 2, the last 7 turns have gone identically. Mostly, it's a ground stall, but he has a sac and revive combo with his Murderous Redcap hitting me for 2 damage per turn. At 2 life, I make a slight change to the pattern, only taking 1 instead of 2 because he wasn't paying attention. I've bought myself 1 more draw step. I have 2 cards left. Judge stops by to tell us time is up, and I say don't worry, I either win here or lose here. Draw, and it's a Shock that changes nothing. Opponent says "surely, there are no outs here." I flip the last card, which is Rude Awakening.

Played a game with 6 people, first to go cause everyone was popping off. Drew the card antway to see what it was and it was cyclonic rift. I was so mad.

I don't disagree with your take. However this would need to be done on a broader scale. Kind of like a standing army tax in 4x games. If you add cumulative upkeep to a bunch of new cards one of 2 things will happen the cards from that set will be unplayable or the power creep will be 20 times worse because they need to find a reason to justify the cards having one in the current meta
