All ridesharing journeys must be booked with a licensed London PHV operator. As a London PHV driver, you can only carry out ridesharing bookings that you have received from a licensed London PHV operator.

There is no mention of carrying older or disabled passengers to car in the hand book, but there is advice about speaking loudly and clearly if they have hearing difficulties. this relates to Quiz ii disabled and older passengers in sec 8 video timing 5.55. so I don't nor the handbook agrees with the answer.
