Hi Joy, active proposal on upwork means proposals that are on a past open job post without a hire or still open to more hires.

Hi, Thank you. A red dot on your profile icon usually means either an unred notification on your client account or your agency account. Also, when it shows a 'hire count', it means the client has hired a freelancer from that job post and you can look towards other jobs, however, in some cases, the hire count may be from an old hire on the same post if the client renewed it, or the client is looking to hire multiple freelancers on the same job post.

Hi, it really depends. Some jobs requires more than 1 freelancer, so read the job post well to see if the client is hiring more than one, it is sometimes written in the post. However, majority of the time, when a job already has the 'hired' tag, especially when it is a new job and not an old post that was renewed, then the client has most likely hired who he or she wants and you can move on.
