If the actor playing Driver Nephi gave any less of a shit, he wouldn't have even showed up to record the lines. If the actor playing Cook-Cook gave any more of a shit, he would've said "I pity the fool" at least once. It makes me kinda wish that the Fiends were a proper faction like the Powder Gangers or Great Khans.

If you've looked into the lore, specifically playing the quest The Coyotes, you would know Cook-Cook is genuinely the most evil person in the fallout franchise, maybe (possibly) second to Frank Horigan. He literally burned a teenage boy alive in-front of his sisters before raping them. Cook-Cook’s dialogue was solid, but it sounds like the voice actor for Driver Nephi was just tired and wanted to go home.

I disagree that this should have remained in the game. None of these people sound like they could lead. I get that they are supposed to be deranged or high but it doesn't excuse the lack of backstory and personality they have. They all exist to be one dimensional props for you to kill, why pretend otherwise? There's also the issue with Cook-Cook being a rapist. Obsidian did well to tell a story with a rape victim and treat the topic with the respect it deserves. Corporal Betsy is shown to be suffering with long lasting trauma due to the event. It wouldn't sit right with me if they then made Cook-Cook out to be a clown who only cared about barbecuing.
