Gore absolutely should have been ejected. Intentional or not, they were all just warned and the very next pitch he hit Profar with a 98 mph fastball. Schildt was justified to be upset, after the 10 minute delay and the warnings they chose to not eject Gore. Even if they later decided it wasn't intentional (although the Nationals manager has made comments to the contrary) they would just recommend no further suspension or disciplinary action.
