I'm pretty confident that Nico Robin was deliberately trying to make the strawhats/vivi a problem for crocodile from their very first meeting. I think she was expecting his betrayal soon and, since she didn't actually trust anyone to side with her, decided to throw the biggest spanner in the works she could to weaken Crocodile's position. I'm doubly sure because the theme of the Whiskey Peak arc where she's introduced is false impressions.

your explanation of gear second is accurate but I want to add something, well you probably already saw it bu anyway, he is pumping his blood to increase traveling oxygen and it makes the steam actually. The oxygen going through his muscles also help his increase in speed as well.
