Yes, there is halakhah in Reform Judaism. It's called corporate media.
Judaism is a dogmatic religion just like Catholicism. Someone not following the Catechism is a believer in JC but not a Catholic by definition. Similarly, one is either an observant Jew or not. Reform movement is not following any Halacha and therefore should not be qualified as a "Jewish" religious movement. Reform is a form of Marxism and a rejection of the Jewish tradition similar to the Jews for Jesus. It is Marxism coached in the language of Judaism. That is why today, Reform, Reconstructionist and Conservative pseudo Jews are protesting the state of Israel and acting in accord with Hamas.

But if you put verse 17 in the context of the previous verses, David seems to be saying, "God, forgive me, and give me the fluency of speech, and I will draw on my experience to convince other people to change their ways, too." It seems like a real innovation for the rabbis to apply it to our being able to pray the Amidah!
