Ultimately though, Ssaab is a police officer that I'm sure knows Lang does some criminal activities. Maybe he doesn't know many but even a small size criminal and a cop don't work together on this level. Let alone the Cheif of police. This is why they need like FIB and or a higher police office that would investigate things and maybe even work with Lang like Ssaab did but this would not be done by a "lower level police office". (Would even go as far as to say that the PD in this case would be relatable to grunts in the military. This also seems to be a big problem with crim/PD relations in MANY ways. Such as PD using tanks and having the senate send large amount of MILITARY equipment.....) Hope things change when 4.0 hits because things are heading for a big crash. Hell they just hand one of the biggest fights in NP history let alone all of RP and PD still had to starve out the crims for like 2 hours after two tanks and countless other MILITARY equipment....
