    California is a de-escalate when feasible State. Nothing about pointing a gun at the back of someone walking away from you is de-escalatory. 300.3.6 ALTERNATIVE TACTICS - DE-ESCALATION is their PD policy that conforms to California Code. "It's just a beer bro" was OFC #2, he called for back-up and followed policy from what we see in the video. The shooter, Ofc #1, went Lone Ranger and violated policy before the back-up ofc #2 requested could even be utilized. He confronted an intoxicated man with a low level weapon without a less lethal plan in place. He did so without there appearing to be anyone in immediate danger other than the danger he put himself in. He not only entered an unstable situation without a less lethal plan, once there, he escalated the situation to justify his use of deadly force.

      @@ceejay331 The chances of that brick causing death are slim(still possible at the right angle.) but that brick would’ve easily broken bones/cased a concussion. To say the cop feared for his life would be reaching.

      @@manuelrawdog7006 Please understand that lethal force, generally nationwide, is permitted to protect themselves or others from threats of death OR serious bodily injury. Getting hit in the head with a brick thrown from spitting distances could certainly cause serious bodily injury.

    What cowardice actions from this officer. Clear use of excessive force. A taser would have worked, but I guess when you’re scared and have never dealt with a real life situation it calls for you to take the life of another human being. How sad that they want us to see this as self defense, the man could barely even throw the brick and there wasn’t another one around. Disappointing actions by the officer. Truly saddened by his actions

    I support police but this was murder. Drunk dude literally threw his only weapon. That cop was in no danger whatsoever. That pussy in a uniform needs to be charged with murder. If this was between 2 citizens you can bet the shooter would be rotting in prison.

      Tasers are not to be used when the officer is being met by deadly force, which constitutes a brick being hurled at his face. Also, tasers don't always work on the person it's being used against.

    *The 1st shot is fired when the brick is only 2/3 of the way through it's flight, and while it seems excessive, that brick would have easily been lethal if it hit the officer in the head and if he did survive, he would have suffered dearly for the rest of his life.* There is also no way of knowing he was unarmed after he attempted to murder the cop with the brick, and it's extremely likely he would have been very violent in attempting to escape if he had not been shot and stopped on the spot. *If he did manage to escape, then what? Pretend there might not be further victims? That he wouldn't take hostages if he ran into someone's home trying to escape or hide?* He also didn't miss the officer's head by much at all! *I watched the video several times and looped the throw. It seemed excessive in the first watch and the man was seemingly unarmed, but those are not facts. The facts are he attempted to kill a police officer after stealing and threatening the woman who called the police. The fact is he was told to drop the brick literally 10 times. The fact is that he was clearly a danger to society and though unlikely, he may have been able to escape and harm others.* People need to stop demanding actions be taken on their theories of what might have happened in cases like this. A violent criminal threatened to kill a woman with a brick then tried to kill a cop with a brick.

      The brick could have killed that officer, as it wasn't far from striking him in the upper body/head area. When will the public understand that when they exert deadly force against an officer, they will be met with deadly force as well? I don't see how any reasonable person cannot rule this shooting as justifiable. Officers are not targets for wanton violence.

      If the suspect wasn’t so obvious with his throwing abilities, then I’d definitely be agreeing with you. I mean look at the dude, he definitely didn’t play baseball, the wind up on that throw was enough time for the officer to dodge it and proceed to fire. What would have prevented the officer from using a non lethal like a taser or spray? Seems like a drunken idiot losing his life to a cop who made a poor judgment call. I get his main objective is to go home, but it’s also to serve and protect the community. When discharging a firearm in a populated neighborhood, bad things could always happen. All I’m saying is, the non lethal wouldve ensured the suspect was subdued and nobody around was subjected to possible stray bullets(as there was a home right behind the suspect.)

He shoots before he is even able to dodge it but does so all at the same time. *The resistance of his arms and gun is much lower than his legs and entire upper body that had to jump to the side.* You're arrogant and believing you could have dodged it the instant he moved, but had you moved before he released, *he is much more likely to hit you due to reflexes and shifting the direction of motion slightly and easily. All he has to do is turn at the waist and move his arm a couple inches to the side.* He was carrying that block for quite some time, so his mind had been focused on throwing it at someone and body used to holding it. If he had picked it up seconds before, his throw would not have been so good, but it still would have been good enough based on what he did achieve. *I am an athlete so I know far better than you!*

On top of that the cop couldve easily hit the home right behind the suspect.     Once he throws the brick, what deadly threat does he pose? A brick, when used as a ranged weapon, is not only ineffective, as proven by the officer easily side-stepping it, but most importantly is a one-time use weapon (unlike a firearm that has an unknown number of rounds, and thus poses a continued deadly threat). The suspect throws the brick. He is now a man with an empty hand, and a beer, which the officers identified earlier in the footage. Are the officers concerned he is gonng to run to the brick, pick it up, and throw it at them again? Does the beer present a deadly threat? There is no justifiable use of deadly force here. The officer shot an unarmed man. The fact that the unarmed man previously threw a brick at the officer is only relevent in that it proves he is now unarmed, and the deadly threat he previously posed is now removed. This was second degree homicide. The officer was angry that the suspect threw a brick at him, and shot the unarmed suspect in response. Anything less than filing criminal charges is evidence that the District Attorney's office gives special treatment to police, and allows them to murder members of the public, simply because police are angry with them. Anything less than full support of these charges by El Centro PD proves that El Centro PD's claim that their "highest priority is the preservation of life and public safety," is false. If you viewed this badge cam footage and believe the shooting was justified, ask yourself if you believe the suspect's life is forfeit because he threw a brick at a cop. If your answer is "yes," that's your opinion, and my opinion is that you are a vindictive and scary person.

    Graduation is always the best and worst thing to happen to you. It feels great to know that you succeeded and got there in the end, but at the same time, the journey there was so much fun. You got to stick with your brothers and sisters to overcome any task come hell and high water. It's one of those things where you lose no matter what happens. Then that process all starts again in the actual academy

    Nice video, but what does "Measure P" have to do with videos for Labor Day? We pay 1/2 cent tax to have a video about Labor Day? Something we're all pretty aware of since we all get the day off. I'm sure the video didn't cost much, other than staff time, but if you want to put Measure P finds to work - water the grass and trees in the city parks!!

    Has our city really become this boring???? When i was young, we used to always use the big fireworks! The whole point is to have a show!!!!
