This video of Gorman Road was created back when the Kittleman campaign sign was still up, likely in the middle of the day with very little traffic. This old video should be updated based on current conditions. Still a beautiful road, but this smooth sailing doesn't exist anymore due to traffic from overdevelopment. To answer the question posed, Howard County should tighten controls to preserve scenic roads, NOT inventory them and remove them for convenience. If this happens, developers will take over, traffic will be worse, and the quality of life that brought us to Howard County will be gone.

The video mentions four options, but an August 28, 2018 HCPSS press release lists a total of 8 or more options within their authority (shown below) other than APFO and adjustment of mitigation fees managed by the state, administration and county council. The Board is considering the following options to relieve high school overcrowding: •Option 1. JumpStart Trailing Siblings: Based on trends, in SY 2019-20, 13 to 24 percent of students at Centennial, Long Reach and Howard high schools are expected to take advantage of either JumpStart or other existing off-campus programmatic offerings. •Option 2. Boundary Adjustments: Boundary adjustments are an option for SY 2019-20, based on Policy 6010. •Option 3. Open Enrollment: Open enrollment would offer family choice for reassignment from Centennial, Howard, Long Reach and Mt. Hebron high schools to attend out-of-district schools that are currently below capacity, such as Glenelg, Marriotts Ridge and Oakland Mills high schools. •Option 4. Rising 9th Grade Temporary Reassignment: For four years, each class of rising 9th graders geographically assigned to Howard or Centennial high schools would be reassigned to a receiving school for one year before transferring to their geographic home high school. •Option 5. Rising 9th Grade Permanent Reassignment: A single cohort of rising 9th graders geographically assigned to Howard or Centennial high schools would be assigned to a receiving school for the entirety of their high school experience. •Option 6. 9th Grade Academy: As a mid- to long-term possibility, HCPSS could establish a 9th grade academy after a renovation of the Faulkner Ridge Center. •Option 7. Do Nothing: This option keeps the status quo for SY 2019-20. •Option 8. Other: Other suggestions that are not listed.

Is there is a single word in this presentation about true root causes? Here is for example one: If there is not enough space in certain School area, why Zonal committee allow the building ? What is the interaction (and is there one?) between Zonal Board and HOCO BoE- and is there is any mediation from City Council ? Or all of this talk is too disruptive for us peons? This presentation basically says- folks, here is the problem, we built a lot of houses, so, sorry, we need to move you folks

Can anybody tell me, if election of truly-pro-HOCO-parents-and-students person (with education and reasonable resume- doesnt matter from what industry) from non-Ed-professional (who would work for student and parents instead of "smooth politics" , large exec salaries and separation clauses) would be disruptive and destructive (whatever word you use) for us? Is there is any chance that HOCO Superintendent will be A) Local and live in HOCO for at least few or preferably several years and not executive transferee from another county B) Reasonably salaried and without multi $M separation bonus C) Parent of HOCO students(s) ? I truly believe that best public servant on County level is "grassrooter" and is 1) not lifetime executive and/or politician 2) Serve on very limited base (term limit ) 3) Well educated person from or even not-from related industry. This is the person who make decisions for public interest rather than Executive heavens and seemingly-looking piece and order. Please comment (and if you do, please write few lines with opinion and/or any proof) if this is absolutely impossible and only could lead to chaos. As for administrative role (like leading & moving with all procedures, meetings (agenda etc), accept public etc, i.e. not big decision role)- here Secretary position -the longer, the better. Please do not mix one and another.

It's not the Inadequate Public Facilities Ordinance. It's the Adequate Public Facilities Ordinance to make sure an adequate level of infrastructure is in place as growth occurs.

What are the minimum standards for your road infrastructure? If APFO requires growth to meet minimum Levels of Service.. Are your LOS acceptable?

A lot has happened since 1992 when Howard County introduced it's first APFO. Several years to evaluate the results have passed after minor revisions have taken place. How would you rate Howard County's ability to deploy infrastructure such as roads, schools, fire, police, and public works to keep up with development?
