But tatoo effect on a character with shirt will be a good idea if the clothes he/she is wearing is a futuristic themed like Tron or something which clothes are glowing. Another example is Raven from Grandia 3. He wear some kind of tight with red lines that is glowing. And other example is Nezha from Warriors Orochi 3.
