I get not liking the Victorian costumes, but now they don't use them at all apparently. They wear similar costumes, but it's like they said, "Women get a darker blue dress, and men get a red shirt, dark pants, and a blue tie." It looks more like a high school choir, and less like a professional tailored costume. They also sound more like a college choir than a meticulously hand picked group of professionals.

Probably They Didn't Want to Get Destroy and Disneyland would be cross if They Floats get Damaged from the Florida Rain.

But don’t worry I think this parade is water resistant except for Tokyo Disneyland version
