The meaning of greeting one another with a holy kiss is to acknowledge each member especially those who labored hard for the spread of the good news. As you read in the previous verses prior to verse 16, Paul ask the church members to greet with a holy kiss the people that work hard and gave their lives for the spread of the Gospel. So, Paul is asking the congregation to pay respect and recognize the efforts these church members made.

By grace of God let explain, what exactly holy kiss meant or means in Holy Bible by Apostles. Of all greetings, first of all understand, kissing is an expression of showing love, affection, care, etc. by humans. There are two types of greetings, one direct greeting which is shown directly when two people meet each other in physic and another greeting wished during communication (letter, phone, etc.) When persons meet there are many kinds of direct greeting customs like shaking of hand, embracing, folding (cupping) hands, kissing cheek, touching nose, bowing, snapping fingers, saluting, kissing hand, cheek rubbing, falling at feet, shaking/nodding of head etc. etc. Our (Indians) custom is wishing by folding two hands and more so we do while we pray and which is also universally accepted denoting praying. While during communication of letters we use phrases like with loving, with kisses, with love, with regards, with affection, yours loving, yours love, my dear, my darling, my love, my heart, my soul, my loving, kissing you, etc. etc. and even while speaking phrases like, love you, kiss you, darling, sweety, my heart etc. etc. Now let us go in Scriptures about holy kiss. (five palace in which it is mentioned) Ro. 16:14 Greet Asyncritus, Phlegon, Hermes, Patrobas, Hermas and the brothers with them. Ro. 16:15 Greet Philologus, Julia, Nereus and his sister, and Olympas and all the saints with them. Ro. 16:16 Greet one another with a holy kiss. In all the cases both Apostle Paul and Peter in communication letters used "holy kiss" as a complimentary closing or close valediction or sign-off, that is, as if we now a days use to finish the letter "with love or with kisses" etc. So both Apostle Paul and Peter, to all the members of the fellowship to where the communication is mention greets them with holy kiss as a gesture of love. This word "greet one another" should be taken as "greeting every one", because it is used while greeting other non mentioned generally all members of the fellowship. This one of the mode of greeting used in letter communication to express love only and not a commandment or practice to be followed in fellowship as most thinks. If it were a physical procedure to be followed in fellowship, then due you mean for all generations, all the servants of God who followed and walked with Spirit, could have willfully did not subject or enforced in fellowship even after Spirit guidance or did the Spirit did not guided them into this practice in fellowship though a practice to be followed. Now a days even kisses in same gender is harmful. Apostles were very careful and purposeful in adding the word "holy" before kiss in their letters knowing its seriousness that it should not be taken otherwise.
