By the looks and sounds, hydraulic may be fine, Id say clean up the chains. Be careful attempting to lower with no movement, you could blow a line. Another possibility is someone had forks in air and hit something and for that, just get a used lift to replace because fuck that

Is that white cylinder called the fuel connector?
Did you figure out what it was ? I'm guessing a fuel pump ?
