For 2 years old the front and back panel has to be 34cm, (wide and long) which is around 16-17 rounds, and for sleeves I would do only 2 sunflowers/ sleeve. The sleeves should be 22cm long plus the 5cm long the half double crochet closing stiches in the end. 🙂
