As an Oregon student writing on walkability and urban planning, I'm incredibly grateful for the City Planning Commission for uploading this. Unfortunately, I couldn't find Urban3's study online so this helps tremendously. But please make the commissioned data analysis freely available for those interested. Because we only seem to have access to a very basic pamphlet that doesn't quite get the actual data across.

The amount of money in AHTF at this time is orders of magnitude lower than the needs for rental assistance or mortgage assistance. I was disappointed beginning at 23:00 when City seems to agree on *increasing* the qualifying income level of applicants from 50% to 80% of Area Median Income. If anything, the allocation of these insufficient funds should be applied at the lower income levels. . So again, the question is "affordable housing" for whom? The funds should be allocated from the bottom up-- those in most need. e.g. the current level of SSDI and lowest SS recipients are like $800/month ($10,000/year, or 20% of AMI) . In 2018, Lane County, OR had a population of 380k people with a median age of 39.5 and a median household income of $53,172.

The city's cost analysis was wildly off base. They cited $200k and gave no itemization or details beyond that the number was based on Benton County, which adopted RCV in 2016 and and had to replace all their voting machines. To comments by Councilors Clark, and Taylor that middle housing will decrease affordable housing. Middle housing is "affordable by design". See opticosdesign.com/blog/the-missing-middle-affordable-housing-solution/. It would be unlikely that middle housing would decrease affordability. It would need to be shown how this counter-intuitive conclusion can be supported.

We need to disentangle the budgets of the Eugene Police and other Public Safety initiatives and organizations, especially Cahoots. Cahoots needs to be funded. Other forms of Public Safety need to be funded. Policing needs to be defunded, and dismantled. We do not need, nor do we want policing. We want Public safety. We want mental health services, social services, etc. We also want transparency. The EPD budget should be itemized, and public. The EPD body cams should not be curtailed to the moments -they- decide to share. Body cam footage should be made available in it's entirety regarding potential cases of police misconduct. These are just a few things that should and need to change.
How about.... No. Eugene Police deserve more funding and are crucial to the safety of everyone in the city. Cahoots is useless and a waste of time. And the whole body cam footage unedited and released to the public is a real great way of doxing people and revealing personal details about a person that they have a reasonable expectation of privacy for.

STAR Voting allows you to eliminate the primary election. This would shorten campaign season, save money for candidates, allow candidates to spend more time doing the good work they do. The greatest benefit may be that it would cost less for candidates for run!
By referring STAR to the ballot councilors you all have a chance to make Eugene citizens have faith that our system is working especially since STAR was wrongfully denied. There is a chance to be heros in an era where only negative criticism of our institutions seems to be prevalent.

That pledge thing is ambiguous. The mayor certainly has a point about the necessity of rededicating ourselves to liberty and justice for all. On the other hand, the persistent hypocrisy of the government with respect to the means of liberty and justice - makes saying the Pledge a bitter pill to swallow.
