For several years now I have been working on the graphical and audio improvements of the NR2003 and have achieved some success in this area. I am the author of FiDANZA's ReShade Preset, iRacing Style Preset and TV-like Preset. In addition to ReShade, I also edited game files, mainly related to reflections. Also engaged in the creation of sound packs (engine, spotter). All my work is aimed at graphical improvement of the game, at realism in the game, in terms of sounds, effects and gameplay. But in general, it's just NR2003 stuff (and not only that)

what settings did you use for the ai?
I haven't changed any AI settings in the files or anything like that. All settings are by default. The difficulty is somewhere 85-87%

I've found the d3d8 file crashes my game upon startup, but when removed I cant open Reshade I also tried removing the d3d9 file, and while it lets me in, the shadows from structures are messed up and I still cant open Reshade

Why would you film it from the roof cam? No driver sits up there. Weird.
Dude, are you serious? The thing about these soundpacks is that they are recorded from roof cameras, from replays. The soundpack should transmit the sound that we hear through the roof camera from on-board replays. Do you understand?
