Though the higher-leveled Legionnaires are tougher and better equipped, I (almost) feel bad for the basic Legion Recruit. The Roman Reds control nine-guns-per-person Arizona, yet they send those poor dumb kids out there with machetes and cowboy weapons against an organized army whose most basic soldier is armed with a 20-round semi-automatic 5.56 rifle and hand grenades. No wonder the higher-level Legionnaires are tougher - the rest didn't make it.

sports gear cant stop bullets but neither can leather pads issued to troopers and the legion do use guns please play the game and brush up on lore anyways both sides have major weaknesses (legion refuses to use modern medicine, is mysognistic, and is stubborn and more focused on using melee and unarmed, they don't value the lives of their recruits so they give them a machete and force them to prove themselves first before using better guns while the ncr has a corrupt government and officials, issues with supply lines and food, is spread too thin, conscript troopers are given little training while experienced soldiers like rangers and vets are very few in numbers, and they all suffer from low morale because of low supplies and scare tactics from the legion) but lol this game is unrealistic in combat and the game does not properly show how battles would realistically play out in lore due to crappy AI but the game is still rlly fun so just enjoy and play however you want

If you talk to NCR soldiers and officers like mommy Cassandra, they'll tell you Caesar Legion has three things going in favour for them: 1) numerical superiority; 2) speed of attacks; 3) phisically stronger soldiers; that's why NCR can just pick them off by distance in most encounters, but if and when Legionaires can reach NCR lines they wreak havoc in meele combat. Sadly Obsidian had to work with what Bethesda gave them, which limited the number of deployable NPC, and of course NPC models don't change much between NCR and Legion.

The reason the NCR have a bad time against the Legion is subtle ish commentary. It doesn't make real sense but the idea is the Legion is brutal but efficient the NCR are better people but inefficient and incompetent
