Glad you caught this as its a rare move for the military. What you captured is the decommissioning of ACB 2 (Amphibious Construction Battalion) @ Fort Eustis, VA, during which most of the battalion’s equipment is being shipped to ACB 1, a battalion based in San Diego, California. This is the reason of why its such an eclectic mix of vehicles and included auto racks moving typical passenger type vehicles. Those "Slabs" are part of Modular Causeway System (MCS) made from steel, they are linked together to build a 1,800' long floating pier that can be assembled in various configurations. The most important being the Trident pier which allows ships to directly offload onto the pier and then drive directly onto the beachhead.

Was this taken on the day you posted? Trying to nail down the exact dates it moved.

*This is USAX 4624 it has a K3LA and that thing is hella loud! it is assigned to Fort Eustis military base this is one of their locomotives they have USAX 1663 that has a Southern Pacific k5H and 1880 which has a Leslie S5T*

*That seems to be the new local CSX train that brings the cars in the afternoon it used to be 2655 and 2634 and 6137 and now its 2044 as shown in the video I hear it all the time when I get home from school but other than that awesome video!*
