The white part is the sticker from the printer that you can use, and the black part is just the ink and its residue. You can throw that away.

Mine is printing that black stuff too! Now I’m trying to replace the cartridge in that black tape is like jammed up. I’ve never seen that black film on any other LabelMaker before

no, it is not supposed to happen, but if your ink ribbon is broken / cut, it will come out like that. A working cassette / cartridge will have the ink tape connected to a separate waste reel inside.. it will work for the rest of the reel if you don't mind taking it off, but hopefully your next cassette will be fine - see this if you really feel like trying to fix the current cartridge ink tape - ua-cam.com/video/2obGp9_wwS0/v-deo.html
