When I'm hosting and see someone purposefully bring a low lvl, I usually brush it off and let them have their fun. It's usually a game to see how long they last. But if they pull this, they getting booted instantly. Fun story tho. In a coop I hosted, someone wanted to bring a lvl 1 Sethos to the Archy fight. I was totally chill about it, even said, "I pray for Sethos", then entered the boss fight. We got to the second phase and things were doing alright, no one died yet. Then everyone gets one-shotted all at once...Save for Sethos who miraculously escaped the attack. We were all laughing over the irony.

Well, yes they were toxic, and yes they wanted to play ganyu, but... they weren't really toxic over ganyu imo.
