Essential and non-essential are very specifically defined terms in the context of emergencies like this. It sounds to me like she is playing semantics. Of course all of the employees are essential for the normal day-to-day running of things, but when we have to have to limit the number of people coming choices have to be made. It's a legal contractual term, not a social one.
