Maybe the area is not the problem, just maybe it's the population.
I was born in Toronto. In 1966 my dad taught me to drive. We would head up to Jane and Finch as part of the route. I remember my dad saying to me, you are looking at the tenements of tomorrow. Those were his words. I remember looking around and thinking it didn't look bad to me. There were a lot of high rise apartments and town house developments. Lots of public housing. He knew of what he spoke.

Not even gonna bother to play this video but I know for a facts 2 out of 3 are Jane and Finch and Rexdale. 3rd is somewhere Downtown. 💯
Just a heads up regarding schools/daycare - there is a daycare literally within the Distillery District. Also, College Boreal is on site as well. You get a glimpse of it in your video (4:58) Also, The Distillery Winter Village (hasn't been called the Christmas Market for a few years) runs from Nov 13 - Jan 5 this year. Regarding highways, the Distillery District is also located very close to the DVP. Regarding park spaces - just a heads up that Parliament Square Park is immediately across the street on the west, with David Crombie Park just west of that, and the large Corktown Commons is just a couple blocks to the east.
As Toronto is overrun with Wokeism, Prideism, History Revisionism, DEI, CRT, etc. every neighborhood is a reeking cessp*t.

Back in the 1980's, besides Jane & Finch, I believe "High Park" had more than its share of crimes.
Grew up in the Downsview/Weston area up to the mid 90s, the area was never perfect but had many nice people and neighborhoods, was back this summer and it was truly shocking, very few businesses remain, ( nice restaurants, stores,etc), homeless and beggars everywhere and just a real gloomy feel to the place! Was in the area to visit a friend in hospital but as I was leaving, i thought back to my past in the area and have to admit, it was sad to see the area in that condition
So it is various external factors that explain the problems in all these areas.

Only 3 neighborhoods?
If you live in a neighbourhood with detached houses, pretty much any neighbourhood in Toronto is good. You don't work your ass off to buy a Toronto house and then go out and commit crimes. It's a government apartment buildings and their townhouse projects that are crime incubators. It's just that those three areas mentioned have a lot of low income rental projects, but go to the next street over where it's all houses, and you'll be fine.

It's ok little shops, patios, busy on weekends, but that's about it...parking not too good. I prefer the suburbs.....west of Toronto, Sherway, Square One, free parking, food courts, kids friendly, etc....

I'm 67 years old and grew up in the Parkdale area of Toronto. It was a rough are at the time. I got into many fights. There was people sleeping on the streets. lot of drugs and drunks. Working girls were on each corner and there was lots of crime.

Why would anyone rent a property, you wouldn’t. Cash for keys, non-paying tenants you can’t get rid of, property damage…the list goes on and on. If you own a home and don’t pay your mortgage you’re out. If you don’t pay rent you live for free, demand cash for keys and then leave the place either destroyed or in a disgusting mess for the property owner to remedy at their expense. Sadly, I don’t know what the solution is, but the rules are heavily stacked in favour of tenants and that’s not right. It shouldn’t take a good, hardworking, honest landlord months or years to evict a non-paying problem tenant. By problem, I mean someone who does not respect your property nor live by the terms of the lease or other agreement. Cash for keys is outright fraud, it’s a shakedown and ought to be criminal.
