A police cruiser can EASILY accelerate to 136mph within 60-90seconds. They top out around 150-160. A police/sheriff helicopter can exceed this slightly but have safety protocols not to exceed 180mph in populated airspace. They will utilize thermal imaging to keep track visually & their optics have automatic target aquisition subsystems to actively track target without the need of operator input. Hope this helps.
