TL:DR- They are the worst faction to choose if you want to actually build something that can become a government and maintain order. Because it's silly to have civilians who basically specialized in espionage guarding checkpoints and patrolling like police and military. At least with the Minutemen they would really be trained by either Sole Survivor who were ex-military. Yes, Nora was supposed to be a retired military lawyer but they cut that for some reason. It would have made her use of power armor easier to believe. There is a mod that restores this. Her voice actor also mentioned in an interview about what she did to prepare for the role and she spoke of getting a feel for it by speaking to a friend of hers who was JAG. So either could have trained the first crop of the reformed Minutemen to make them basically at least as good as the National Guard or the Army Reserve. Would've been pretty sweet if you, in addition to becoming the General, could have been Elder (more cut content) and then combined the Minutemen and Brotherhood. Making the Minutemen into the Regular Army, Army Reserve and/or National Guard while the Brotherhood could have become either regular Army or something like the Marines and the Minutemen Broken into three, the Regular Army, Reserve and National Guard to play the same roles as today for Active duty, activation during war time or a major disaster for rescue, humanitarian efforts and peacekeeping respectively. In fact, I have a feeling the Minutemen trained under the Sole Survivor could have been better trained than even the Brotherhood. As with most systems, after over 200 years, their training may have deteriorated in quality where the Sole Survivor would have had a much more fresh memory of the training they went through. Nora, as a lawyer, would have also been a commissioned officer as well so she could have trained a solid core of officers as well as NCOs. The Brotherhood's tactics seem to be, Hoorah and charge making virtual cannon fodder unlike modern US Army and Marine Corps combat tactics. With such low population count, any new government, for the foreseeable future, would probably make service compulsory for a set amount of time with active/inactive reserve for a set number of years after. This would have to be the case until farms and water purification could become large enough in scale to support much large populations. Just as it was in our historical past, once populations became large enough, conscription would not be necessary anymore. I don't see the Railroad as ever being able to manage any of that in the future, but they would be a pretty decent as the intelligence gathering arm of a new Commonwealth/New England/ Capital Wasteland republic that stretches from Maine to Virginia and probably into Appalachia.
