The 24 trillion dollars thing is a very misleading estimate. Sure, that would be the value of the entire deposit put together (so the media have ran with it because big number make clicky), but the amount of it that is feasible to extract and process is FAR lower, a mere fraction of that number, 70 billion tons is the estimated size of the entire deposit, but within current technology and regulation only 2 billion tons of that is considered feasible to mine. That would be more in the order of 700 billion dollars, a far cry from 24 trillion.

I think we should focus on developing and extracting as much as possible out of our current oil and gas field and not waste it by closing them down to early. The potential phosphate wealth is safer in the ground than converted to stock owned by the state. The phosphate is also most likely more needed later when the global phosphorus shortage get's bigger.
