Never submit "canned information" when submitting a proposal. The RFP details the information the reviewers need to see and the evaluation criteria explains how that information will be rated. Including information you think is important or impressive does not make your proposal better, it merely detracts from the information you were supposed to provide. I've reviewed hundreds of proposals in the last 12 years for a large federal agencies, and out of the hundreds of proposals, five provided just the information we asked for but most included useless information which tried to sound impressive but totally failed to. The RFP is a description of the challenge a department or agency is facing. The proposal should provide a precise description of 1) the steps you will take to meet that challenge, 2) the capability of the personnel you have that have the skills and experience to solve that challenge, 3) a description of recent experience demonstrating how your company has solved similar challenges. And never, ever use the word "holistic" when submitting a technical proposal.
