The planet on the cusp of the 7th house might relate to circumstances in your own life (offering explanations to you ) if you seek answers and understanding for people who have an empty 7th house. There are also other cues to look at regarding relationships in a chart. Then of course considering the concept that marriage is not for everyone absolutely makes sense.
