The part at 0:56 always seems to be written as stuck on Bb. But I very clearly hear the chord progression alter between Bb and F there. It's really important the piece has quickly alternating majors there, giving the minor fall at 1:13 way more weight. The song tells a story about the Selkies being driven out of their homeland and roaming the oceans for a new home. The song is very droney on the same chords which symbolizes vastness, like the ocean they crossed or the desert they found. The part at 0:56 symbolizes finding a new home and setting up a village for the new generation (in the game you can even play with the children, symbolizing hope for the future). The minor fall at 1:13 is a very important bittersweet moment, remembering that they were driven from home, but it resolves back into the droney part, which symbolizes the original Japanese name which should actually be translated as "Letting the body accept freedom". Absolute master piece.
