They look like rivets!
I've learned that these are actually not great for bite risk dogs. Bite risk dogs should have a closed cage style muzzle.
What width/size is the bungee cord?
Not sure about the size, but found some just like it in eBay as "Quick Rod Tie Strap Fishing Rod Bungee Leash Ultimate Ties New Straps"
