I recommend not excavating into a hillside when building your base because the game has a tendency to fill it back in over time. I build up one wall height on the upper side of the structure this essentially creates a first floor layer under the main building which I use to route most of my power lines so that they remain hidden even if the item that is supposed to hide power lines fails which also happens frequently. Another reason to due this is because the plants will also grow back over time and you have to clear them out of your buildings over and over again. If you elevate your main floor you do not have to worry about the grasses growing through your floor with the only way to remove them being to delete the floor and rebuild it over and over again.

Unlike real life, the in game solar panels work underground, inside buildings.. anywhere. If I build a building on a slope, I put the panels inside the normally unusable "basement.
