Hello Gideon, Open BIM Cost Estimator is able to generate the budget estimate based on the parameters defined in the wizard without requiring any previous model. If you need to measure on a model, you can first use IFC Uploader to upload an IFC file with the model information to BIMserver.centre and then Open BIM Quantities, which is a program that allows you to extract measurements from the model, import items from price banks and compose a budget with all of this.
