Udovidi, Ruler of the Under Isles, closes off all entrances and trade during times of war. Most people in the Under Isle are entirely blind and defenseless. Therefore, if someone were to enter with bad intentions (more common during wartime), the people would most likely perish. That means any attempt to enter the Under Isle during a time of war is considered a threat to the place and is immediately met with violence. (This is a rule that is known throughout the islands, so it’s not like Bal didn’t know this)
The reason for Balhdasta’s intrusion on the under isle:
Balhdasta (also known as The Frigid Ruler) is the ruler of the Icicle Isles. Icicle Isles is the coldest place in the world (of the story, obviously). She had completed her side of a large trade that would save her people from the impending doom of an intense winter. She had paid for a sunstone (idk, radiates the heat of a star) that was found and being mined for years, but soon after it was paid for, war broke out between the hollows and dunes (don’t worry about them rn), meaning that the under isles were now closed off and she couldn’t get the stone until after the war. She was fine with waiting up until the winter of that year was predicted to be the coldest recorded, temperatures that would be able to wipe out even the most fitted for cold environments (aka the entirety of Icicle Isles). Once the winter was starting to approach, she got more impatient, and the dropping temperatures caused her to gather a militia of 30 people and go into the Under Isle to retrieve the stone. 4 survived
