Leaking plugged oil well in Ocean off of Redondo Beach in the Santa Monica Bay?

Has a plugged oil well been leaking for the last 50 years? Some claim it is seepage but I beg to differ. What regulators are responsible for initiating an investigation into possible leaking plugged oil wells in Santa Monica Bay that have been ignored for almost 50 years? These wells were drilled off of Redondo Beach in the mid 1950's and then capped. How do we know the integrity of these wells...
These seeps are NOT from old leaking oil wells, they are from naturally occurring fissures in the sea bed. You can see the same type of natural seep above water at the south end of Carpinteria Beach. It’s the same thing that gave us the La Brea Tar Pits. Only difference is the seep is happening offshore under water.
Why can't a drone or a diver get these natural seeps on film? They are always in the same spot about 2 miles offshore near the yellow sticks. I challenge someone to find it.
10/28/21 I was swimming today by G street beach & noticed a dirty oil slick every time a big wave broke - & could smell it too . wondered if it was from the HB pipe leak from a month ago . & last week after being on the beach i found an oil smudge on bottom of my foot- needed rubbing alcohol to get it off

I have seen the seeps many times while scuba diving off Redondo. It is natural seepage.
Why would you dive there? Any photos or video underwater?

How could you know its natural seepage ?
