I'm from San Jose/Hamtic, Antique but originally born & partly grew in Manila in early 1960's during the golden socio-economic growth under the 1st Macapagal Presidency.

Systems work with incentives. IMO It's the fault of government for incentivizing people for holding valuable land with little financial risks. Property taxes should be high enough so that no one holds land for speculation. In the first place there would be no informal settlers if the land was used.
