Considering Wifi/Internet in Serbia: A lot of places have free wifi. Pretty much in all the shopping malls for example. Most restaurants or cafe's have Wifi and the password is either on the menu, or you can ask for it (if they have wifi for customers). Secondly, your best option is to just get a local pre-paid sim card. You can get them pretty cheap with some quite generous data packages.
