Those old fashioned double-edge safety razor blades are in fact highly recyclable - far superior to the modern disposable razors, from an environmental standpoint. Of course, the truly green alternative was the "Rolls Razor," a product from early-20th century Britain. It was a shaving kit with a single, solid blade plus included accessories to keep it sharpened very easily. For a price of roughly $100 in today's money, this was a product that could last a customer for his entire life, with no need to replace it. So of course, they eventually went out of business.
that's why I switched to a safety razor. You can get 100 blades for around $12 that should be more then enough to shave for a year+
So instead of using cartridge or disposable razors from a bag, go back to safety razors. Instead of putting the blades into a slot in the wall (out of sight, out of mind), put them in a metal can, and put them in recycling (check with local recycling regulations first.)
