I would say "That guy is a moron, he needs to have an arc flash suit on"... Then I hear the people talking in the background and realize, this is a country that gives ZERO shits about its people and their safety, this poor guy likely doesn't know what an arc flash suit is....Hell the company he works for likely doesn't even spend $4,000.00 per year on its own maintenance, let alone safety equipment for its people.

This clearly demonstrates the need for safety training and awareness. This person was lucky to have survived this.
I'm gonna guess that he already had all the training, knew the hazards and assumed he'd get away with as usual. So maybe the issues here is lack of enforcement and fostering of good practice is the problem. After hearing the same training spiel for the 20th time, you've stop listening before you even enter the classroom.
