These two factions are alike. But there is one major difference. The Combine use extreme oppression and suppression, while the Empire uses propaganda. The Empire still use oppression, but most of the time they focus on pro-Empire propaganda. To me, there are two ways for a faction to create a vast empire: 1. Oppression: One may choose oppression and fear to create a vast empire. Citizens will live in fear and constant oppression, thus preventing any kind of resistance movement and even the thought of fighting. The only way to achieve this is with a strong oppressive militaristic force. But there is a risk. Resistants will exploit any weaknesses. Thus showing even one weakness will destroy the oppressive reputation. People may start to think: "They aren't that scary than we think" and will gain motivation to fight. 2. Propaganda: One may choose propaganda to create a good image amongst its citizens. They can actually improve the quality of life for the citizens, therefore they wouldn't have any reason to fight and resist. But this is risky as too much freedom, they may form their own nation, thus seceding from the rest of the empire.

If the Combine decided to invade the Star Wars universe during the reign of the Empire, they would get their ass kicked and retreat back to their own dimension. First of all, there's no evidence that the Combine posses FTL travel technology, so assuming they don't, and a major plot point of Half-Life 2 and its episodes was their inability to teleport within the same dimension, that would leave them absolutely helpless at any war against the Empire, at most they could control one planet for some time before they are overwhelmed. Second, the Star Wars universe is rife with superweapons, so even if the Combine managed to hold on to a planet, the Empire could simply fire the Death Star laser at them and be done with it. And last, Epistle 3 is not canon so whether or not they can build a Dyson sphere is unknown, and even if they did, the SW universe already has weaponry on the scale of whole-star destruction, both in old and new canon.
