You have to perform some analysis and determine how the water is going to affect the soil strength under your basement foundation

Yes You can! There so many books and papers that have some empirical equations that you can apply to calculate both loads

Are the pipes by the sand bags drains to let the excess pore water pressure dissipate?
Abiy Ghirmay yeah pretty much and also because we have highly plasticity clay underlain by liquefiable sand deposits, the water couldnt easily flow into this clay layer so the water flew thru the pipes.
