Chris Berg is an economist, not a financier and it shows. Noam Cohen has the right idea - Cosmos Hub's ICS is a SCALING product, not product-market fit discovery product. Validating another chain is expensive and as such a consumer chain has to be something that can pay its bills. Running a venture capital fund of Cosmos tech is not something that fits with the validator economics of the Hub. For what reason should some brand new unproven project have high security right off the bat? It can't pay for it. Someone is subsidizing it. Chris Berg wants ATOM tokenholders to subsidize them. For what reason? The Cosmos Hub is a security provider for IBC and big consumer chains. That is where the value is. Subsidizing by definition subtracts value, does not create it.
